The cell editor is used to create cell libraries for the various schematic capture tools.  Before using this tool, you must draw a picture of each cell using a standard drawing tool such as Micrografx Windows Draw, Corel Draw, or some other drawing tool.   You must then save your files as windows meta-files, with the .wmf extension.   Windows meta-files are also known as WMF files.

WMF files come in two flavors, standard and enhanced.  Most drawing tools will create only standard WMF files.  If your drawing tool allows you to create enhanced WMF files, DO NOT USE THIS OPTION!  Neither the Cell Editor nor the schematic capture tools can handle enhanced metafiles.

DO NOT include bitmaps in your drawing. Bitmaps will display properly, but they cannot be rotated or reflected.

The Cell Editor is used to enhance the metafile drawing by adding input and output ports.  You can also specify the default location of the gate name, and the default position of the cell name.  (The cell name is known as the gate type in the schematic capture tools.)  You also use the cell editor to designate the FHDL gate type for translation purposes.
